Day 216: Washington left Iraq as it answered Tehran

The last American troops flew out of Erbil Air Base on 30 September, closing the Iraq leg of the counter-ISIS mission, the day after Qatari mediators carried a written US answer to Iran's foreign minister in Doha. A licence covering emergency ship repairs lapsed while five ships were hit over the following week. Supertanker earnings passed $1.2m a day for the first time on record.

Primary parallel: Prize law governs cargo captured at sea and belonged to an era of declared naval war. British and American prize courts condemned thousands of cargoes in the two world wars, after which the practice largely stopped, and modern interdictions have been handled as sanctions enforcement and civil forfeiture instead. The Majestic X and the Tifani were boarded near Sri Lanka in April 2026 and the Justice Department is proceeding by forfeiture rather than by prize, but the cargo and the question are the ones prize courts used to answer.

Counter-parallel: Forfeiture is a domestic instrument requiring a US court to find the property connected to an offence under US law. About 86 million barrels sit in floating storage, some 23 million trapped inside The Gulf.
