Day 237: Iran says it mined Hormuz and hit 7 ships

5 min read
17:22UTC

Iran's Revolutionary Guards say they hit seven ships in a day, four during ship-to-ship oil transfers, and now say they laid the Hormuz mines, the first such statement Lowdown has seen. Independent monitors have logged two attacks, one a confirmed hit. Treasury blacklisted a Panamanian law firm it says set up companies for Iran's shadow fleet, Brent traded near $112, attacks killed four people in eastern Saudi Arabia, two of them foreign oil workers, and Iraq shut a border crossing indefinitely.

Key takeaway

Iran now claims the Hormuz mines and targets ship-to-ship oil transfers, while independent monitors confirm one hit.

Iran's Revolutionary Guards say their navy set four ships ablaze during oil transfers in The Persian Gulf on 22 October. They add that three more ships hit mines overnight, and claim 10 hits in five days without naming one.

The Guards now say openly that their sailors laid the mines. Tehran is turning its transit blacklist, which named 122 vessels on 19 October, into a list of targets.

OFAC sanctioned Karnakis and Karnakis, a Panama City law firm it says set up shell owners for shadow-fleet ships, and licensed repairs for just seven vessels.

The US Treasury sanctioned Karnakis and Karnakis, a Panama City law firm with a Piraeus office, on 21 October. It also named five Panamanians, three companies and nine ships, and gave seven ships a safety licence until 20 November.

For the first time this month, the Treasury has hit a firm that registers ship-owning companies, rather than the ships. Two days earlier Energy Secretary Chris Wright offered investors a route to buy sanctioned tankers.

An unclaimed attack on King Fahd International Airport killed a Saudi and an Indian, drone debris killed two workers at Shaybah, and Washington ordered staff out.

Britain's maritime trade office logged a tanker hit off Bukha in Oman on 21 October, and a projectile report near Al Faw in Iraq the day before. The Kuwait-flagged tanker Al Dasma was struck in the strait, and its 21 Indian crew are safe.

The UN shipping agency now counts 24 seafarers killed. About 6,000 sailors remain stuck behind the strait, on ships that cannot safely leave.

Houthi ballistic missiles hit a recruit parade at al-Alam camp in Shabwa; local authorities say 53 died, far above the first counts.

Houthi ballistic missiles hit recruits on parade at the al-Alam camp in Shabwa, Yemen, on 19 October. Provincial officials say 53 died and 200 were hurt.

The Houthis say Saudi officers run the camp, which a Yemeni commander denies. Two days later Houthi spokesman Yahya Saree claimed a missile strike on a Saudi operations room in Aden, and police confirmed a blast near the airport.

The published 16-article text of the Saudi, Turkish and Pakistani defence pact says it takes effect only on final ratification, after the three states had already invoked it.

Turkey sent its ratification bill for the Mecca Joint Defence Agreement to Parliament around 20 October, and the newspaper Gazete Oksijen printed all 16 articles. Article 2 treats an attack on one member as an attack on all.

Article 16 says the pact starts only after the last ratification is lodged. So Saudi Arabia, Turkey and Pakistan invoked a pact on 5 October that was not yet in force.

The IEA says moving Gulf crude to Asia now costs over five times the pre-war rate, while Kpler shows Middle East shipments back above pre-war levels.

The International Energy Agency said on 21 October that moving Gulf crude to Asia cost over $37 a barrel by mid-October, five times the pre-war rate. Brent Crude hit $112.27 on 22 October.

Kpler data show Middle East shipments above 24 million barrels a day, higher than before the war. Buyers in Asia now pay more than $37 to move each barrel.

Israel Katz says the IDF holds a 700 square kilometre zone in southern Lebanon and will stay until Hezbollah is disarmed; a day later Netanyahu said he had ordered Iran's government toppled.

Israeli Defence Minister Israel Katz said on 20 October that Israel holds 700 square kilometres of southern Lebanon. He said troops stay until Hezbollah disarms nationwide.

That sets an exit condition no Lebanese government has met since 2006. A day later Prime Minister Benjamin Netanyahu said he had ordered Israel's army, Mossad and security services to bring down Iran's government.

Baghdad closed its al-Sheeb border crossing with Iran until further notice, with more crossings to follow, and Tehran says nobody warned it.

Iraq shut the al-Sheeb crossing with Iran in Maysan province on 21 October, with no reopening date. Officials say other Iran crossings will close step by step, on Prime Minister Ali al-Zaidi's order.

In September Baghdad reopened al-Sheeb on a fixed timetable after a security inquiry. This time Tehran says it got no warning, and Baghdad talks of new roads and scanners instead.

Sergey Lavrov and Pakistan's army chief Asim Munir came to Tehran on consecutive days, and Pezeshkian told Munir that sanctions must be lifted before any talks.

Britain's Ministry of Defence said on 20 October that Royal Air Force Typhoons will patrol Saudi skies but will not strike the Houthis. British tankers will refuel Saudi jets, including on missions to degrade Houthi targets in Yemen.

Defence Secretary Wes Streeting approved the support. Separately, police re-arrested two of seven men held over the suspected plot against the Fairford air base, and no one has been charged.

Qatar's defence minister promised a new regional partnership, while a Qatari jet made a half-hour stop in Tehran minutes after Pakistan's army chief left.

India's foreign ministry said on 22 October that attacks on Saudi civilian and energy sites are unacceptable and must stop at once. Spokesperson Randhir Jaiswal said about 3,000 stranded Umrah pilgrims flew home last week.

Opposition MP Asaduddin Owaisi says 4,000 are still stuck after IndiGo, Akasa Air and Air India cancelled flights. Delhi has named no attacker, which keeps its ties with Tehran open.

Wang Yi and Djibouti's foreign minister said the Middle East war should not spread to the Horn of Africa, without naming Iran, the Houthis or Saudi Arabia.

Iran's parliament confirmed Mehrdad Akhlaghi as defence minister on 18 October, by 237 votes to 15, in a session held by video link. He replaces Aziz Nasirzadeh, who was killed in the war.

Akhlaghi says air defence comes first. In the south-east, an armed opposition coalition claims six attacks, and a rights group has recorded 18 incidents in 18 days.

Closing comments

Up at sea, sideways on land. The IRGC has widened its stated targets from Hormuz transits to STS transfers inside The Gulf and, in its 22 October statement, to "the aggressor's bases in the region". The tipping point is an independently confirmed, named STS hit: UKMTO has confirmed one tanker hit, 11 nautical miles west of Bukha, against the 10 ship hits the IRGC claims from 18 to 22 October, and a second confirmed casualty inside The Gulf would let underwriters price the whole STS trade as a target. On land the dated hinges are Turkey's ratification vote, Israel's general election on 27 October 2026 and the expiry of General Licence HH on 20 November.

The IRGC Navy said on 22 October it set four ships ablaze during an oil transfer in The Persian Gulf, two days after saying its own sailors laid mines in what it calls the illegal southern passage. Claiming the mines turns the southern lane into a declared Iranian minefield, though the Guards named no ship.
US Treasury
US Treasury
Treasury designated the Panama City law firm Karnakis and Karnakis on 21 October, saying it set up shell companies that own shadow-fleet ships, and blocked nine vessels. Two days earlier Energy Secretary Chris Wright said investors may buy sanctioned tankers and refit them, so Washington blacklists some hulls while offering others a lawful route out.
Presidential Leadership Council

Rashad al-Alimi, who heads Yemen's recognised government, ordered a "firm response" after Houthi missiles hit recruits on parade at the al-Alam camp in Shabwa on 19 October, killing 53 by the provincial count. The strike reached government-held land east of Aden, far from the Red Sea front at Dhubab.
Israel Katz
Israel Katz
Israel's defence minister said on 20 October that Israel holds a 700 square kilometre security zone in southern Lebanon and will stay until Hezbollah is disarmed across the country. That ties withdrawal to a condition Beirut does not control, a week before Israel's general election on 27 October.
Displaced residents of southern Lebanon
Displaced residents of southern Lebanon
About 200,000 people are displaced from southern Lebanon by Katz's own count, as Israel holds a zone covering about a fifteenth of the country and threatens strikes on Dahiyeh over any rocket fire. Their return now hangs on Hezbollah disarming nationwide, a condition with no date attached.
