Background
Founded in May 1979 to protect Iran's revolutionary system, the IRGC expanded over four decades from ideological guardian to economic empire, controlling an estimated 10-20% of Iran's economy. Its IRGC Quds Force ran proxy networks across Iraq, Syria, Lebanon, Yemen, and Gaza; its Basij paramilitary controlled domestic dissent. When US-Israeli strikes began on 28 February 2026, it activated a pre-planned Decentralised Mosaic Defence, devolving launch authority to 31 autonomous provincial units.
The IRGC announced its 70th wave of Operation True Promise 4 on 26 March 2026, sustaining daily attack waves despite losing four senior commanders in a week. It declared US and Israeli universities across the Gulf "legitimate targets" on 29 March and issued a 24-hour ultimatum. By 31 March it had named 18 US tech companies as targets, including Apple, Google, Microsoft, Tesla, Nvidia, Boeing, JPMorgan, and Palantir, citing their role in AI-assisted targeting, and warned employees within 1 km of Gulf offices to evacuate.
The IRGC drove Mojtaba Khamenei's installation as Supreme Leader and pledged complete obedience within hours; Ali Khamenei labelled IRGC fighters "Janbaz" (self-sacrificers), a designation that implicitly endorses the IRGC managing state functions during his incapacity.
