Background
Operation True Promise 4 is the fourth in a series of named Iranian retaliatory operations against Israel, following the April 2024 drone-and-missile salvo (True Promise 1) and the October 2024 Ballistic missile barrage (True Promise 2). Launched around 28 February 2026 after Israeli strikes that killed Supreme Leader Ali Khamenei, it employs Khorramshahr-4, Qadr multiple-warhead missiles, Emad, Kheibar Shekan Ballistic Missiles, and Shahed drones. IRGC Ground Forces commander Mohammad Pakpour was killed in the opening strikes .
By 21 March 2026, the Islamic Revolutionary Guard Corps (IRGC) had announced its 70th wave of Operation True Promise 4, surpassing all prior Iranian strike campaigns in duration and geographic scope . Targets expanded beyond Israel to include Saudi Arabia's oil infrastructure, Qatar, and US diplomatic assets in Baghdad, making it the first True Promise operation to strike Gulf Arab states and American facilities directly.
Previous True Promise operations ended within days; Israel built its deterrence calculus around that pattern. Wave 17 comprised just over 40 missiles compared to hundreds in the opening salvos , yet the campaign ran to at least 70 waves. An IRGC spokesman claimed post-strike production missiles remain unused , leaving the true state of Iran's arsenal genuinely disputed.
