Background

The Marshall Islands is a Micronesian republic of about 42,000 people in free association with the United States. The Compact of Free Association gives islanders the right to live and work in the US, provides defence guarantees, and channels US funding to Majuro. The islands hosted 67 US nuclear weapons tests between 1946 and 1958, including the Bikini Atoll detonations, and Marshallese communities continue to seek reparations. Most of the country's land sits under two metres above sea level, making it one of the world's most climate-vulnerable states.

Alongside its political identity, the Marshall Islands operates one of the world's largest ship registries, accounting for roughly 12 per cent of global merchant tonnage. International Registries Inc. runs the registry commercially out of Reston, Virginia, under Marshall Islands corporate law, making registration decisions independently of both the Majuro government and Washington's Foreign Policy. That commercial independence, rather than any political choice by the Marshall Islands, is why its flag keeps surfacing on vessels caught up in sanctions rounds and regional strikes FAR from the Pacific.

Key Issues
Tanker strikes

A drone struck a Marshall Islands vessel

On 29 July 2026, a drone struck the FSRU Energos Winter, a US-owned, Marshall Islands-flagged floating gas terminal, at Damietta, Egypt. Nobody has claimed responsibility for the strike.

For the registry, the incident repeats a familiar pattern: a Marshall Islands flag attached to a vessel caught in someone else's war, while the registry itself stays untouched by the fallout. The Marshall Islands-flagged tanker Louise P was struck by an IRGC drone in the Strait of Hormuz on 6 March, and the Marshall Islands-registered floating armoury Hui Chuan was seized by IRGC personnel off Fujairah on 14 May. Neither incident has changed how International Registries Inc. registers vessels.

Shadow fleet flags

Sanctions keep naming Marshall Islands vessels

OFAC has named Marshall Islands-incorporated Shell entities in successive 2026 sanctions rounds, including the 19 May designation of the vessels BRIGHT GOLD, MIDAS and QUANTUM STAR alongside Marshall Islands and Panama flags of convenience.

The pattern points to a structural gap, not a policy choice. International Registries Inc., which runs the Marshall Islands' registry from Reston, Virginia, sets vessel registration independently of Majuro's Compact of Free Association ties to Washington, and does not deregister ships on OFAC's instruction. That commercial gap, not any decision by the Marshall Islands government, is why its flag keeps recurring in sanctions rounds aimed at Iran's oil-evasion network.
