Background

UN Security Council Resolution 2817 condemns Iran's attacks on Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, the UAE and Jordan, and demands an immediate cessation of those attacks. Adopted on 10 March 2026, it has become the written record that Gulf States and Jordan point to when documenting Iranian strikes against them; Qatar cited it directly, alongside its own Article 51 reservation, in a compensation claim filed with the Security Council on 21 July.

The resolution passed 13-0-2, with Russia and China abstaining rather than vetoing. It was sponsored by Bahrain on behalf of the Gulf Cooperation Council states and Jordan, and drew 135 co-sponsors, the most of any resolution in UN history, surpassing the 134 co-sponsors of the 2014 Ebola resolution.

Resolution 2817's significance lies less in enforcement, which the text does not provide for, than in the paper trail it creates. By naming the seven states Iran is accused of attacking, it gives each of them a Council document they can cite individually when they later make their own claims. Qatar's 21 July filing, referencing both the resolution and Article 51 in the same letter, is the first instance of a named state converting that shared condemnation into an individual compensation demand; other Gulf States and Jordan retain the same option.
