Read the vehicle type carefully, because it carries the point. A UW ROV runs down a physical tether to a human operator sitting on a boat, who watches its cameras and decides what its manipulator arm touches. That is a different machine from an AUV (autonomous underwater vehicle), which swims a planned mission alone and reports back afterwards. Belgium specified the opposite of autonomy, deliberately.

The reason lies in the work itself. Divers and bomb-disposal teams handle live ordnance, where an error has one consequence and no recovery. A cable gives them three things at once: a data link that jamming cannot cut, a person in the loop at the exact moment the vehicle touches something explosive, and a physical line to drag the machine home when a thruster fails on the seabed. Autonomy buys endurance and area coverage. A tether buys certainty, and around a mine the buyer pays for certainty above all.

That cuts against the direction this beat has been travelling. The allied autonomous mine countermeasures package reached Middle East theatre aboard RFA Lyme Bay in June , and Britain confirmed £90m for three Norwegian-built motherships to carry that kind of kit in July . Both point the same way, towards machines that swim alone. The order actually placed in this ten-day window, by a NATO (North Atlantic Treaty Organisation) member, is for the sort you drive, twelve of them at once. A specification written for tethered vehicles also narrows the bidder pool sharply towards established ROV builders and largely shuts out the AUV specialists. The subsea autonomy market is not one market maturing at one speed; it splits by consequence of error, and disposal work sits on the side that keeps the wire.
