Background

Toulon is the largest naval base in the Mediterranean and Western Europe, sited in the VAR department on France's south coast. Naval use dates to the late sixteenth century, when Henry IV ordered an arsenal built there; expansion under Cardinal Richelieu and Colbert made it the centre of French Mediterranean sea power.

Around 20,000 military and civilian personnel work at the base today, which holds more than 60% of French Navy tonnage, including the aircraft carrier Charles de Gaulle. The arsenal contains France's principal naval dockyards and drydocks, and Toulon serves as the operational home of the Mediterranean Fleet, from which France projects power into The Atlantic, Indian Ocean and Indo-Pacific.
