Badr bin Hamad Al Busaidi, Oman's foreign minister, and Motegi Toshimitsu, his Japanese counterpart, called on 20 August for intensified international coordination to secure navigation through the Strait of Hormuz. They spoke at a joint press conference at Oman's foreign ministry in Muscat. Both asked for a political settlement and for compliance with international law, and Motegi said Japan wanted closer coordination with Oman on safe passage through Hormuz and Bab el-Mandeb. 1
What exists is Oman News Agency's report of a press conference, not a text either government has signed. Motegi's request was for closer coordination, which is the language of a process being sought rather than one already agreed.
Oman sits on the southern shore of the strait and has been running the mediation track with Tehran for weeks. A Japanese approach made through Muscat is therefore a decision about which channel carries the message. Iran's Foreign Ministry ruled out extending the Islamabad memorandum's 60-day period on 17 August . Both ministers are speaking into a clock that Tehran declined to move on 17 August.
