In May 2010, Erdogan and Brazil's President Lula brokered the Tehran Declaration, under which Iran agreed to deposit 1,200 kg of low-enriched uranium in Turkey in exchange for research reactor fuel. But mediation requires interlocutors who can deliver on commitments. Iran's foreign minister has acknowledged that military units are operating outside central government direction . The three-person interim council — Ayatollah Arafi, President Pezeshkian, and Chief Justice Mohseni-Ejei — assumed power days ago under emergency constitutional provisions. Whether this body commands the IRGC units that struck Qatar's energy infrastructure and Saudi refining capacity is an open question.
