Pete Hegseth announced an Autonomous Warfare Command with its own buying power, targeted for October 2027 if Congress agrees.

Key takeaway

The Pentagon plans a drone command with its own budget and buying power, pending Congress.

Secretary of War Pete Hegseth announced on 30 September an Autonomous Warfare Command (AUTOWARCOM), which he described as "a new four-star combatant command with service-like authorities built to scale autonomous and robotic capabilities across the joint force"1. A combatant command is one of the Pentagon's top-level headquarters, each led by a four-star officer. Pentagon memos set a target date of 1 October 2027, subject to Congress.

Service-like authorities would give the command its own budget and its own power to buy equipment, as US Special Operations Command has for its kit. In a speech at Quantico, Hegseth called two existing efforts "a good start, but it's certainly not enough"2. They are Drone Dominance, the Pentagon's programme to buy drones by the hundred thousand, and the Joint Interagency Task Force 401 (JIATF-401), its counter-drone task force.

The fiscal 2027 request already moved the Defense Autonomous Warfare Group budget line to US$54.6bn. Lowdown reads the new command as the likely owner of that money; no published text seen by Lowdown says so. Before October 2027, Congress has to write the command, and any transfer of that budget line, into law.

Deep Analysis

In plain English

The US military is split into big headquarters called combatant commands, each run by a four-star officer. Some cover a region of the world; others cover a type of work, such as special operations. Pete Hegseth, the US Secretary of War, wants a new one just for drones and robots. It would have its own money and its own power to buy equipment, instead of relying on the Army, navy and air force. Congress has to approve it, and the target date is 1 October 2027.

Deep Analysis
Root Causes

The Pentagon spreads its drone work across at least three bodies with separate money. The Defense Innovation Unit runs the Gauntlet fly-offs, Joint Interagency Task Force 401 handles counter-drone defence, and the Drone Dominance programme buys attack drones at volume. None owns the whole budget.

The Drone Dominance programme set a target of 300,000 drones by 2027 on a US$1.1bn budget . A target on that scale needs one owner for requirements, money and supplier management, which the memos say the new command would supply.

What could happen next?
  • Consequence

If Congress approves service-like authorities, drone makers would sell to one command with its own acquisition budget rather than to several separate offices.

  • Risk

Army, navy and air force programme offices stand to lose drone budgets and may resist the transfer in Congress.

Conservative opposition
The Conservative opposition called on the Government on 9 August to 'urgently audit' equipment for hidden Chinese components, after the Telegraph's K3 SCOUT report. No named MP has been quoted on the record; the call came at party level, alongside the Ministry of Defence's own 10 August statement that no data had been compromised.

Kraken Technology Group is a UK maritime-defence company based in Portsmouth that builds the K3 SCOUT, and crossed a $1bn valuation in July on a single-sourced $175m raise. The camera components reached the fleet under a third party's written security assurance, which the Platform Authority, which does not yet exist, was never positioned to check.

Navy Commercial at Whale Island published two notices on 5 August: 074032-2026, asking industry how to build a Platform Authority to certify uncrewed vessels, and 074351-2026, a GBP10m multi-role USV testbed for the Defence Chief Technology Officer. Responses on the Platform Authority close 19 August, ten days after the cameras were found transmitting to China.
