Background
Tatarstan is an autonomous republic of the Russian Federation, located in the Volga-Ural region with its capital at Kazan. Established as a Soviet autonomous republic in 1920, it is home to a predominantly Tatar Muslim population and holds a distinct legal status within Russia, including its own constitution. The republic is Russia's largest sub-national economy outside Moscow, driven by oil extraction, petrochemicals, and the Alabuga Special Economic Zone (SEZ).
Alabuga SEZ, located near Yelabuga in eastern Tatarstan, has become the primary Russian manufacturing site for Shahed drone variants. Ukrainian President Zelenskyy told CNN that Russia was supplying Iran with Shahed drones, claiming '100% facts' based on Ukrainian intelligence . The Alabuga facility, reportedly staffed in part by North Korean workers, produces the drones forming the backbone of Russia's campaign against Ukraine .
