Rustem Umerov

Rustem Umerov is Ukraine's Minister of Defence, appointed in September 2023, replacing the long-serving Oleksii Reznikov amid corruption scrutiny in procurement. A Crimean Tatar Born in Uzbekistan in 1982, Umerov is a former MP and head of Ukraine's State Property Fund. He is fluent in Turkish and has served as a back-channel link between Kyiv and Ankara since early in the war. His appointment was widely read as Zelenskyy's signal to professionalise oversight of weapons procurement.

Umerov led Ukraine's 14-member delegation at Istanbul Round 2 on 2 June 2026 at Çırağan Palace, the second direct Russia-Ukraine session since the March 2022 talks collapsed. Ukraine agreed a 1,200-for-1,200 prisoner exchange including journalists and political prisoners, and backed Russia's pledge to return 6,000 bodies, but Umerov's delegation rejected Moscow's counter-offer of a 2-3 day partial truce, holding Ukraine's position on a meaningful ceasefire framework. He had previously led Kyiv's delegation at Istanbul Round 1 on 16 May 2026, the first direct contact since 2022, which produced a 1,000-for-1,000 prisoner agreement and no territorial concessions. As Defence Minister in a high-attrition war, Umerov oversees procurement and readiness while serving as Zelenskyy's principal diplomatic interlocutor with Turkey, whose both-sides posture makes it the war's sole viable neutral host. His Turkish fluency and Crimean Tatar background give him standing in that channel that no other Ukrainian official currently replicates.
