Background
Kevin Roberts became president of the Heritage Foundation in October 2021, succeeding Kay Coles James. A former history professor and college president with a PhD from the University of Texas, Roberts pushed Heritage sharply toward populist nationalism, away from Reagan-era free-market orthodoxy. He was a principal architect of Project 2025, the 920-page governing blueprint for a second Donald Trump administration.
Roberts entered the Iran war debate in a calculated move: calling intra-Republican Party tensions over the $200 billion war funding request "good", a signal that Heritage would back fiscal revolt even on defence. That endorsement gave political cover to the MAGA wing threatening to block the supplemental. The Coalition splintered further as prominent voices aligned against the funding bill.
