Holguín

Eastern Cuba province; nickel mining hub bearing the longest blackouts in the 2026 energy crisis

Holguín absorbed the blame on 14 July when a fault at its own Felton plant knocked out Cuba's national grid for the second time in a week, a reminder that the eastern province, already living under the deepest cuts, now supplies the failures as well as absorbing them.

Background

Holguín is a province in eastern Cuba, with its capital city of the same name. It is Cuba's primary centre for nickel and cobalt mining and processing, hosting the Moa nickel-cobalt complex, one of the world's largest nickel operations, majority-owned by a joint venture between Cuba and Canada's Sherritt International. Holguín has a population of approximately one million and an economy built around mining, agriculture and tourism (the Guardalavaca resort zone). Moa's nickel exports rank among the two or three largest sources of hard currency in the Cuban economy.

Eastern Cuba as a region receives less government investment and political attention than Havana; infrastructure, including the electricity grid, is less maintained and more prone to extended outages. Sherritt International's Moa operations depend on stable electricity, so the province's blackout problem directly affects mining productivity, and OFAC's extension of its [Cuba-EO] sanctions tag to Moa Nickel SA has layered a separate sanctions-exposure track onto that operational risk for Sherritt.

Key Issues
Blackout crisis

The province usually absorbs the deepest cuts

In April 2026, Holguín exemplified the geographic inequality in Cuba's power crisis: while Havana enjoyed four blackout-free days after the Camilo Cienfuegos refinery restart, Holguín and other eastern provinces stayed on 24-hour rotation, power available only a few hours a day, reflecting UNE's load-shedding hierarchy that protects the capital first.

Holguín's own generating capacity turned from casualty into cause on 14 July: a fault in the province's Felton thermoelectric plant, north of the city, brought down national supply for a second time inside a week, adding 2,020 MW to the shortfall the operator was already fighting. Days later, the grid operator's mid-July forecast of the year's worst nationwide shortfall confirmed eastern provinces including Holguín were still first in line for cuts under the same load-shedding hierarchy.

Common Questions
Why does eastern Cuba have longer blackouts than Havana?
UNE prioritises Havana in its load-shedding schedule for political stability reasons. Eastern provinces like Holguín absorb the longest cuts. In April 2026, Havana was restored for four days while Holguín remained on 24-hour blackout rotations.Source: event
Where is Cuba's nickel mining located?
Cuba's main nickel and cobalt mining is in Holguín province, centred on the Moa complex operated by a joint venture between Cuba and Sherritt International of Canada. It is one of the world's largest nickel operations.
Why is Holguín so badly affected by Cuba's grid crisis?
Holguín sits east of the SEN fragmentation point and is routinely first to be load-shed in UNE's hierarchy that prioritises Havana. Bloomberg satellite analysis identified Holguín as one of the two worst-affected provinces in the 14 May 2026 outage, with up to 50% nighttime light drop.Source: Bloomberg satellite analysis / UNE
What is the Moa nickel-cobalt complex?
Moa is one of the world's largest nickel-cobalt mining and processing operations, located in eastern Holguín province. It is operated by a joint venture between Cuba's state and Canada's Sherritt International, and is among Cuba's largest hard-currency earners.Source: Sherritt International disclosures
Where is Holguín province in Cuba?
Holguín is an eastern Cuban province bordering Granma and Santiago de Cuba, with its capital city of the same name. Population approximately 1 million; economy built around mining, agriculture, and tourism.Source: Cuban statistical office
Was Moa Nickel SA sanctioned under EO 14404?
OFAC's 7 May 2026 SDN update added the [Cuba-EO] tag to existing Moa Nickel SA designations, layering EO 14404's personal-architecture pressure on top of pre-existing Cuba designations.Source: OFAC SDN list
How much did Cuba's nighttime light drop in May 2026?
Bloomberg's satellite analysis confirmed Cuban nighttime light fell by up to 50% across the island after the 14 May 2026 SEN fragmentation, with Holguín and Santiago de Cuba identified as the two worst-affected provinces.Source: Bloomberg satellite analysis
Did a power plant in Holguín cause one of Cuba's July 2026 grid collapses?
Yes. Unit 1 at the Felton thermoelectric plant in northern Holguín province tripped at 11:05 on 14 July 2026, collapsing the National Grid for the second time within the week and widening the deficit to 2,020 MW.Source: UNE
