Cook Political Report moved 15 House races towards Democrats on 25 September and none towards Republicans1. Cook is one of the main independent race raters; it grades each seat Solid, Likely, Lean or Toss Up for one party. Its totals now read 208 seats at least Lean Democrat, 205 at least Lean Republican and 22 Toss Ups, 17 of them held by Republicans.
Cook's 11 September snapshot had Republicans ahead, 208 to 206, with no seat moving. A majority is 218 of the House's 435 seats, so Cook's lean-or-better count leaves Democrats ten short and still dependent on Toss Ups.
Cook wrote that Republicans would need to "win a majority of Toss Up races to hold the House", which it called "not impossible, but incredibly difficult". From 205 seats, Republicans need 13 of the 22 Toss Ups to reach 218. Because Republicans hold 17 of those seats, most of the contest takes place on ground they are defending rather than attacking.
