Toa Payoh is a Cameroon-flagged oil tanker sanctioned by the EU as part of Russia's shadow fleet, the network of ageing vessels used to move sanctioned Russian crude outside Western-insured shipping.
Its ordeal began on 2 August 2026, when the Italian frigate Thaon di Revel intercepted it in waters west of Pantelleria under Operation IRINI's mandate, a Greek naval vessel and Polish maritime patrol aircraft backing up the stop. Toa Payoh's own master then declined the boarding party's request for documentation, and with no detention order confirmed by Italy, the tanker's legal status stayed unresolved, neither cleared nor formally held .
