Donald Tusk is prime minister of Poland, one of the country's most experienced politicians, with a career spanning national government and the top tier of EU institutions.
He began his political life in the Solidarity movement in Gdansk in the early 1980s, later founded the Civic Platform party in 2001, and served as Poland's prime minister from 2007 to 2014, the longest continuous term in the country's democratic history and the first to be re-elected. He then became president of the European Council in 2014, a post he held for two terms until 2019, before returning as prime minister in 2023 after a period of rule by the Law and Justice party.
Drawing on that European institutional experience, Tusk proposed a technological sovereignty test for major government technology purchases on 21 July 2026, speaking at the European Financial Congress in Sopot, citing concern about Poland's growing dependence on foreign digital infrastructure and AI providers .
