Delia Ramírez

Ramírez was one of four House Democrats who spent 9-13 July 2026 in Havana, returning on 21 July to press President Trump to lift the sanctions. She and Rep. Maxine Dexter said they would seek amendments to soften the sanctions' humanitarian impact and to bar the executive branch from taking further unilateral Cuba measures without congressional approval, moving her opposition from a letter route into legislative text.

Delia Catalina Ramírez is a Democratic member of the US House of Representatives for Illinois's 3rd congressional district since January 2023, and the first Latina elected to Congress from a Midwest state. She sits on the House Committees on Homeland Security and on Veterans' Affairs. On 14 May 2026 she led 32 House Democrats in a letter to the Secretaries of Defense, state and Homeland Security calling potential US military action against Cuba "illegal, highly destabilising, and catastrophic for the Cuban people".

That May letter, procedurally distinct from the Senate's failed war-powers resolution, expanded opposition from three senators to 35 federal legislators across both chambers. Her July visit and amendment push mark the same caucus position moving from letter-writing to a bid at binding legislative restraint on the executive's Cuba-sanctions authority.
