Dexter and Ramirez said they would seek amendments to soften the sanctions' humanitarian impact and to bar the executive branch from taking further unilateral Cuba measures without congressional approval3. The second aim is the substantive one: it targets the mechanism itself, the executive authority under which OFAC has run the entire designation campaign, rather than any single designation. The delegation called the energy embargo's effect a "silent Gaza", their phrase and a contested one, which the administration rejects, arguing the pressure targets a regime it accuses of forced labour rather than the population.
The push arrives against a harder track running in parallel.
