Those two findings sit awkwardly together. A tracker cannot count a ship that is not transmitting, so Kpler's five is a floor on real movement rather than a measurement of it, and nobody can say how far above that floor the true number sits. The gap matters for the war rather than for freight rates, which belong to another desk: a chokepoint whose traffic is unmeasurable is one where neither Washington nor Tehran can prove what the blockade is actually doing, and both are free to claim it.
