Treasury wrote Executive Order 13902 into part 560 of title 31 on 30 September 2026, six years after the order was signed. The same part carries the section numbers that Iran's lapsed general licences cited.

The Code of Federal Regulations is the codified set of general and permanent rules that United States federal agencies publish in the Federal Register. It runs to 50 subject titles, divided into chapters by agency, then into parts and sections. Sanctions rules sit in title 31, chapter V, which belongs to the Office of Foreign Assets Control.
Part 560 of that title holds the Iranian Transactions and Sanctions Regulations. Its section numbers are the addresses sanctions notices cite, which is why a licence that names a section can switch an authority on and off without the underlying rule changing.
The Code is the text a compliance department and an American court read, so writing an order into it changes practice rather than policy. The Office of the Federal Register publishes it with the Government Publishing Office, and title 31 is revised each 1 July. Lapsed licences point back at part 560
A general licence does not create permission of its own. It switches on an authority that already sits at a numbered section of title 31, part 560, and when the licence lapses the section goes quiet. General Licence DD expired on 23 September 2026 with no successor, taking overflight payments at 31 CFR 560.522 and bunkering and emergency repairs at 560.529 with it. Aircraft safety at 560.528 had already lost cover on 8 September.
Seven days later Treasury published the texts of General Licence X and X1 and wrote Executive Order 13902 into the same part, adding a note at 560.425, the section covering entities owned by blocked persons. A compliance department reads the section, not the press release.
