Nine Republican-side committees filed $164 million of the 300 largest independent-expenditure lines submitted to the FEC (the Federal Election Commission) by Lowdown's tally of the seven days to 30 September, and four Democratic-side committees filed $47 million⁠1. The 300 lines, drawn from 2,005 notices that week, totalled $259.2 million, and smaller committees account for the rest. The Texas Senate race alone took $80.65 million, about 31%.

In House races the gap narrows. Congressional Leadership Fund, the House Republicans' super political action committee (PAC), filed $18.29 million and House Majority PAC, its Democratic counterpart, $14.34 million. Senate committees filled the top of the list, so most of the Republican lead in the sample comes from Senate spending. The week before, No Going Back PAC alone had spread $29.2 million across 49 races.

Outside groups, mainly super PACs, can spend unlimited sums on election adverts as long as they do not coordinate with candidates. They must report each large spend to the Federal Election Commission (FEC) within days. Lowdown added up the 300 biggest of those reports from one week, 24 to 30 September. They came to $259.2 million. Groups backing Republicans filed about three and a half times as much as groups backing Democrats. Most of the money went to Senate races, especially Texas, Ohio and Michigan. Far less went to House races.

Spending notices are triggered when an advert goes out, not when it is paid for, so a week of filings captures the start of October's air-time push. Many lines carry an estimate label, which committees reconcile on later reports such as those due on 15 October.

The Republican lead in this sample rests on a few large committees. TEXAS PAC, SLF PAC and No Going Back PAC together filed more than $120m, while the largest Democratic-side filer, WinSenate, filed $23.12m. Party alignment here is Lowdown's own classification from each committee's spending direction, not an FEC category.
