Russia's seaborne crude exports fell to 3.13m barrels a day in the seven days to 18 October, the lowest since March, according to tanker-tracking data reported by UA.NEWS1. The four-week average stood at 3.59m. Tracking counted 31 tankers loaded, against 34 the week before.
Primorsk, Russia's biggest Baltic crude-loading port, loaded nothing for about three days. The UA.NEWS report said technical work at the port or on its feed pipeline may explain the pause, and loadings resumed by the end of the week.
Outside estimates compiled by the Organization of the Petroleum Exporting Countries (OPEC) put Russia's September crude output at 8.64m barrels a day, the lowest since mid-2020 and a tenth straight monthly fall. Putin's Decree No. 686 of 28 September restricts publication of refinery and export data. Ship-tracking and OPEC's secondary-source estimates sit outside it, so they now carry most of the public record on Russian oil.
