Three tankers hit, one statement twice

2 min read

The UAE foreign ministry condemned attacks on two ADNOC-affiliated vessels on 14 August and one more on 15 August. The second statement repeats the first word for word.

Key takeaway

Abu Dhabi answered a third tanker attack with the text it had already issued the day before.

The United Arab Emirates foreign ministry condemned an attack on two vessels affiliated with the Abu Dhabi National Oil Company (ADNOC), the state oil producer, in a statement dated 14 August, and an attack on one more in a statement dated 15 August, with no injuries reported in either 1. Both cite UN Security Council Resolution 2817. Both call the attacks acts of piracy by the Islamic Revolutionary Guard Corps (IRGC), the framing Abu Dhabi first reached for on 13 August .

Abu Dhabi's 15 August text repeats the 14 August one word for word. Each demands that Iran "halt these unprovoked attacks, ensure its full commitment to an immediate cessation of all hostilities, and the complete and unconditional reopening of the Strait of Hormuz" 2. Nothing sharpens between the Friday text and the Saturday one. The repetition is the finding here, and it cuts against the assumption that a third consecutive day of attacks forces a government to say something new. The ministry publishes no cumulative count and its news index carries nothing after 15 August, so any total drawn across the day-statements is our arithmetic rather than a figure Abu Dhabi states.

Saudi Arabia's foreign ministry, carried by the Saudi Press Agency on 14 August, called the recurrence a dangerous escalation and a direct threat to navigation and global energy supplies, citing the same resolution 3. Riyadh speaking in its own name about Emirati shipping losses, rather than through a joint Gulf communique, is the part of this that is new. Al Jazeera reports that ADNOC has logged 15 vessel attacks in the strait since February 4, a count the company itself has not published.

Deep Analysis

In plain English

Abu Dhabi National Oil Company (ADNOC) is the UAE's state oil firm. On 14 and 15 August its ministry said two, then a third, of ADNOC's ships were attacked in the Strait of Hormuz, the narrow waterway between Iran and the Arabian Peninsula that much of the world's oil passes through. The UAE blamed Iran's Revolutionary Guard Corps (IRGC), the branch of Iran's military separate from its regular armed forces, and called the attacks piracy, citing a United Nations Security Council resolution. Both statements used exactly the same wording. Saudi Arabia issued its own separate warning about the same attacks, a step it had not taken jointly with the UAE before in this sequence.

Deep Analysis
Root Causes

Repeating a finished text costs a ministry nothing and commits it to nothing further.

Drafting a new formula for the third attack in three days would require settling on the next rung of response, a sanctions request, a naval ask, a change to the mediation posture, and none of those appears to be agreed yet. Recycling the prior statement is the cheapest signal available that does not foreclose any option.

What could happen next?
  • Risk

War-risk insurers get no new signal to reprice against, since the 15 August statement is textually indistinguishable from the 14 August one.

  • Consequence

Riyadh's separate statement widens the diplomatic cost of the campaign to a second Gulf state without adding a military commitment.
