The UK Biological Security Strategy implementation report, published on Tuesday 14 July, commits the government to deciding within twelve months whether guidance on nucleic-acid synthesis screening should move onto a statutory footing 1. Screening is the check a DNA supplier runs on a customer's order before printing it, to catch sequences drawn from dangerous pathogens and to establish that the buyer is WHO they claim to be. British suppliers currently run those checks voluntarily.
The report also sets out GBP 1.83bn for a network of national biosecurity centres: GBP 1bn at Weybridge, GBP 580m at Dstl Porton Down and GBP 250m at Harwell, plus GBP 45m in a Value Chain Growth Fund for engineering-biology risk management 2. It confirms that Exercise Pegasus, which it describes as the largest pandemic-scenario exercise in British history, ran during the reporting year.
S.3741, the Biosecurity Modernization and Innovation Act, would make screening mandatory for US synthesis providers, and 69 signatories urged Congress to pass it in June . That push followed a 4 June letter to Congress from the heads of OpenAI, Anthropic and Google DeepMind warning that their own frontier models now outperform PhD virologists on laboratory technique. Two G7 states are converting one voluntary industry norm into law within weeks of each other, and neither document cites the other.
Voluntary screening depends on providers choosing to opt in, and it was never written with benchtop synthesisers in mind, the on-site DNA printers that answer to no screening regime at all. A statutory duty would be the first rule to reach that equipment class. The obligation also lands on suppliers rather than on model developers, which leaves capability gains and screening duties governed by different departments in both countries.
