Key takeaway

Treasury is now sanctioning the wallets Iranian trade moved to after its big exchanges froze.

OFAC (Office of Foreign Assets Control), the US Treasury bureau that administers American sanctions, designated five Iranian individuals and ten entities on Friday 7 August1. The list names Aban Tether Exchange in Tehran, Titan Exchange in Dubai, and IRGC-linked digital-asset businesses registered in Dubai, Georgia and Poland. Treasury published three digital-asset addresses for Crypto Home DMCC, a firm registered at the DMCC (Dubai Multi Commodities Centre), Dubai's largest free-zone authority, and amended Iran-related FAQ 1257 the same day.

On 30 July Treasury designated two Iranian marine insurance providers. Strip a tanker of cover and ports refuse it entry, so that pressure lands on the hull and depends on a port state choosing to enforce it. A published wallet works the other way round. Every compliance desk screening the list can block that address immediately, wherever the counterparty sits, and nobody at a terminal has to do anything at all.

Treasury has run this instrument before. It froze Nobitex, Wallex, Bitpin and Ramzinex in June, four exchanges that between them handled most of Iran's digital-asset inflows, and reported close to $500 million in regime-linked crypto blocked. Friday's action reaches past those into the smaller intermediaries and free-zone shells that took over the traffic, which is what an enforcement cycle looks like once the large targets have already gone.

Deep Analysis

In plain English

The Office of Foreign Assets Control is the US Treasury office that runs American sanctions. A designation makes it risky for banks and many exchanges to deal with a listed person, company or digital wallet. Digital-asset users send funds to public wallet addresses. Publishing the addresses allows compliance systems to flag transfers quickly, even when the money crosses several countries.

What could happen next?
  • Consequence

The action reaches payment and exchange networks that support Iran-linked commerce outside Iranian territory.

  • Risk

New wallet addresses and informal brokers may limit the measure's effect unless counterparties identify linked activity.

Different Perspectives
Russia
Russia
Russia vetoed the same renewal on 17 September, arguing that Britain, France and Germany never validly triggered the snapback that reimposed the pre-2015 UN resolutions. No panel was ever seated under that mandate, so the UN list decays fastest for states that screen against it rather than against the American one.
China
China
China vetoed renewal of the UN sanctions monitoring mandate on 17 September, arguing that Resolution 2231 terminated on 18 October 2025 and that the Security Council should drop Iran's nuclear file altogether. On that reading there is nothing to monitor, so the sanctions survive and their enforcement does not.
Iraq
Iraq
Baghdad saw the last American counter-Islamic State troops leave its territory on 30 September, completing a timetable it agreed with Washington in September 2024. Iraqi airspace deconfliction passes to Baghdad, which still has an open inquiry into the Maysan drone launches that has named nobody.
Pakistan
Pakistan
Treasury names Waseem Pasha Tajammal of Rawalpindi as the Cavalier group's chairman and places one of the designated incorporations in Islamabad. QatarEnergy separately told Pakistan that liquefied natural gas cargo cancellations would run through November, so Islamabad carries an enforcement question and a supply gap at once.
Turkey
Turkey
Treasury named a Cavalier Dynamics company incorporated in Istanbul among the ten nodes it designated on 29 September, and Ankara has published no response. Turkey imported a record 120,000 barrels a day of Indian diesel in August, cutting Russia's share of its diesel imports to 20 per cent.
India
India
Suraj Yadav, a wiper from Uttar Pradesh, was killed aboard the Cape Dao on 23 September, and 19 of the ship's 20 Indian crew were taken off alive. India's September imports ran at 575,000 barrels a day from Iraq and 566,000 from Saudi Arabia, back to pre-conflict rates.
