Khamenei signs six decrees in a single day

Mojtaba Khamenei issued six senior military appointments in Tehran on 10 August. Two of them formalise commands the officers were already exercising.

Key takeaway

Iran's decrees document commands already being exercised rather than change who runs the Guard.

Mojtaba Khamenei signed six military decrees in Tehran on Monday 10 August: Ali Abdollahi as Armed Forces chief of staff, Kioumars Heydari as deputy chief of staff, Ahmad Vahidi as IRGC commander with promotion to major general, Mostafa Izadi as IRGC deputy commander, Ali Ozamaei at the IRGC Navy and Hossein Taeb over the Basij, the Guard's volunteer militia 1.

Two of the six alter nothing about who gives orders. Ozamaei, whose name Iranian media also renders Azmaei, has run the IRGC Navy since early July, when he surfaced in the post through a public message issued during Ali Khamenei's funeral proceedings with no decree behind it . He took over from Alireza Tangsiri, killed in the March strike on Bandar Abbas. Vahidi has commanded the Guard throughout the war. Monday supplied the written orders those posts normally require.

A decree is how an outside government identifies who holds Iranian command authority, and for months there were none to read. The IRGC Navy patrols The Persian Gulf and enforces whatever Tehran decides about passage through it, so putting a signature next to its commander tells foreign planners which name attaches to that campaign. It does not tell them the tempo will change.

The Basij appointment points the other way, inward. That militia handles domestic unrest rather than shipping, and Iran has spent the summer rationing fuel and cutting power. Six decrees in a day cover both fronts the leadership is managing, the one at sea and the one at home.

Deep Analysis

In plain English

Iran has both a regular army and the Islamic Revolutionary Guard Corps, a separate force loyal directly to the Supreme Leader. The Basij is a Guard-run volunteer militia used for domestic and wartime mobilisation. The decrees record who holds six senior jobs. Two orders confirm commanders already acting in their posts, rather than announcing new people.

Deep Analysis
Root Causes

Iran created the Islamic Revolutionary Guard Corps in 1979 as a parallel force answerable to the Supreme Leader. The separate chain of command gives a new leader tools to balance the Guard, the regular army and the Basij militia.

The March succession took place under reported Guard pressure . Formal decrees reduce ambiguity over whose orders carry the Supreme Leader's authority as wartime casualties create vacancies.

What could happen next?
  • Meaning

The decrees establish an auditable chain of command across Iran's military institutions.

  • Risk

The public orders do not reveal whether the named commanders have new resources or operational instructions.

ESMC's president said construction remains on schedule after the Dresden fab's topping-out ceremony on 14 September, reported by Focus Taiwan with first process equipment still targeted for the second half of 2027. No first-party ESMC or TSMC statement independently confirms the claim, and the fab remains 70% TSMC-owned inside a project Europe cites as its semiconductor sovereignty case.
Civo
Civo
Civo sold out its Navigate London sovereignty conference on 22 September, drawing about 800 attendees including a sitting MP, a former defence procurement minister and sponsors led by Nokia. Companies House confirms chief executive Mark Boost as Civo's sole person with significant control, British and UK-resident, which answers the ownership question the conference itself is arguing matters.

USTR opened its 2027 National Trade Estimate comment window on 14 September, naming the EU among markets with restrictive technology requirements and inviting submissions on cross-border data rules. The window follows Trump's 24 July Section 301 order into EU digital rules by seven weeks, and unused comments are kept, in USTR's own wording, for future negotiations.
Cohere
Cohere
Cohere published the deal on 16 September without naming a regulator, running the merged company globally under its own brand from dual Toronto and Berlin headquarters. It pledges the combined company will deliver sovereign AI on STACKIT, the Schwarz Group's German platform, aimed at government buyers weighing that offer against Berlin's own anchor-customer signal.

Digital Minister Karsten Wildberger called the Cohere talks "a very strong signal" and signalled Berlin's readiness to become an anchor customer, now its main lever since equity sits with Cohere. The German side secured a co-headquarters and two Cohere C-suite seats, but the protective-rights terms it pressed for in July remain undisclosed.

Poland
Poland leads a self-announced AI Gigafactory consortium with a EUR 100 million phase-one commitment, matched by Czechia and joined by Hungary at EUR 25 million. EuroHPC has confirmed no consortium for the call closing 12 November, so the bloc exists only in national announcements so far.
