Mahmoud Nabavian

Mahmoud Nabavian is a member of the Iranian Parliament (Majlis) representing a hardline conservative constituency. He is associated with the Paydari (Steadfastness) Front, an ultra-conservative faction that opposes any diplomatic engagement with Western powers on Iran's nuclear programme. On 16-17 June 2026 he publicly condemned the Islamabad memorandum signed by parliamentary speaker Mohammad Bagher Ghalibaf, declaring it would make Iran a colony of the United States.

Nabavian has consistently opposed Iran's moderate and reformist political currents, arguing that concessions to Western pressure undermine the Islamic Republic's founding principles. The Paydari Front he aligns with draws its ideological core from revolutionary loyalism and opposes pragmatic deal-making regardless of economic benefit. His attacks on Ghalibaf were part of a broader parliamentary revolt in which around 60 MPs demanded the speaker justify his signature.

Nabavian's significance in the Iran story is as a reliable indicator of the ceiling of parliamentary hardline resistance. His language reflects an ideological position rather than a strategic calculation about the MOU's actual terms. Analysts including Alex Vatanka of the Middle East Institute assessed that hardliners like Nabavian were loud but had a weak case, given that the Supreme Leader had authorised the deal.
