Background

Jeff Merkley is the senior US Senator for Oregon, a Democrat who has served since January 2009. A former Speaker of the Oregon House of Representatives, he sits on the Senate Appropriations Committee and the Senate Foreign Relations Committee. He is one of the Senate's most consistent progressive voices, with a sustained focus on climate policy, affordable housing, and limiting executive war-making powers.

Merkley was elected in 2008 in one of the tightest Senate races of that cycle, defeating incumbent Republican Gordon Smith by fewer than 10,000 votes. He has since won re-election comfortably and built a reputation as an institution-sceptic: he was the only sitting senator to endorse Bernie Sanders in the 2016 Democratic primary and has repeatedly pushed to reform the Senate filibuster to enable progressive legislation to pass.

In April 2026 Merkley co-sponsored the Senate War Powers Resolution requiring congressional authorisation for any continuation of US military operations against Iran, joining five other Democrats in a forced floor vote. The move reflected a broader Democratic effort to reassert congressional authority under the 1973 War Powers Act as the 60-day WPR clock approached its limit .
