Background

Artem Nekrasov is First Deputy Minister of Energy of Ukraine and one of the officials WHO brief the public on the state of the power system. On 9 October 2026 he briefed that Russian strikes had moved onto the high-voltage links between regions, temporarily cutting how much electricity the grid could transfer.

The Cabinet of Ministers appointed him on 1 August 2025; before that he was acting director of the state enterprise Guaranteed Buyer. After Energy Minister Svitlana Hrynchuk's dismissal in November 2025 he served as acting minister. The ministry is now led by Denys Shmyhal as First Deputy Prime Minister and Minister of Energy.

His October warning marked a shift in Russia's targets from power plants to transmission lines, the links that let operators cover one region's shortfall from another. His warning followed the death of an energy worker, with three more injured, when Russia hit an energy site in Sumy region on 8 October.
