Two of 27 have filed on the gas rulebook

Two of the EU's twenty-seven member states have told the Commission they have transposed the recast gas directive, two days before Wednesday's deadline. Record German solar on 2 August pushed residual load to a window low and took the clean spark spread to minus 18.48 EUR/MWh with wind above 20 GW. Heat curtailment took 7.6 GW, 12 per cent of the French nuclear fleet, offline on the same day France cleared dearer than Germany for the first time in weeks.

The regulation half of the EU's gas package has been binding since February 2025. Only one directive article self-executes this week, and it amends a different law.

Regulation (EU) 2024/1789 has applied directly across the EU since 5 February 2025 and needs no transposition, while Article 93 of Directive (EU) 2024/1788 takes effect on 5 August 2026 regardless of national transposition status, deleting two articles of the Energy Efficiency Directive.

German solar averaged 18,761 MW on Sunday 2 August, pushed residual load to the window's low, and left the clean spark spread robustly negative on a day when wind peaked above 20 GW.

EDF's river-cooling curtailment reached 7.6 GW on 3 August 2026, the steepest cut since this heatwave began the previous week. EDF forecasts a step-down to 4.3 GW on 4 August and 3 GW thereafter, Montel reported, citing EDF data.

An eighth of France's nuclear fleet is offline on water temperature alone, and it returns only as fast as the rivers cool. 

German storage posted its heaviest injection and its heaviest withdrawal of the window on the same gas day, and the two almost cancelled out.

German gas storage recorded its largest gross injection and largest gross withdrawal of the window on the 1 August gas day, netting only 56.3 GWh, while the eight-day injection trend left the 1 November storage projection essentially unchanged from the figure already published.

Injection season does not usually produce a 414 GWh withdrawal, least of all on the day of the heaviest injection.

Sideways: EDF's forecast eases curtailment to 4.3 GW on 4 August 2026 and 3 GW after, the test of whether the French nuclear constraint is already retreating with river temperature. Wednesday's Article 94 deadline resolves nothing on the day itself; the tip point is whether the Commission's DG Energy issues formal-notice letters to the 25 unnotified states in the weeks after, a track that historically runs months behind a missed transposition date.

The France-Germany day-ahead spread flipped from a EUR 17.20 German premium on 1 August to a EUR 4.15 French premium on 3 August, the same day French curtailment peaked. They cannot yet attribute the flip to curtailment alone, since a like-for-like overnight comparison shows French nuclear output rising while wind fell and demand returned on the weekday step.
