Directive (EU) 2023/1791, the Energy Efficiency Directive, sets binding EU-level energy efficiency obligations and targets for member states. From 5 August 2026, Article 93 of the separate gas-market Directive (EU) 2024/1788 takes effect by force of that directive's own Article 96, deleting the Efficiency Directive's Articles 17 and 19 and replacing part of Article 39. The change applies at EU level regardless of any individual member state's transposition status.
The amending directive's own Article 94 sets 5 August 2026 as the Deadline for national transposing measures across a separate set of provisions: unbundling, TSO and DSO certification, third-party access, tariff principles, network development planning, storage and LNG access, and supplier switching. As of 3 August 2026, Portugal and Slovakia had notified the European Commission of transposing measures; notification records lag legislative timelines and do not by themselves indicate whether other member states have acted.
