Background

The Welsh Government is the devolved executive of Wales. It is led by the First Minister, sits in Cardiff and answers to the Senedd. It runs the areas devolved from Westminster, among them health, education, housing, local government, transport and the environment, and it administers devolved taxes through the Welsh Revenue Authority.

Since May 2026 it has been a Plaid Cymru minority government under Rhun ap Iorwerth, the first administration not led by Labour since devolution in 1999.

It also sets rules that councils apply. Under the Visitor Accommodation (Register and Levy) Etc. (Wales) Act 2025, councils may charge a visitor levy of £1.30 per person per night on most stays and 75p in hostels and on campsites. A national register opened on 1 October 2026, and every paid overnight provider, including spare rooms and campsites, must sign up with the Welsh Revenue Authority by 31 March 2027.

Programme for Government

Six priorities arrive without hard targets

The programme presented on 22 September 2026 lists six aims: shorter NHS waiting lists, HELP with living costs, well-paid jobs, better educational standards, less child poverty and standing up for Wales. Its firmest number is a promise of at least 20,000 social homes by 2030. It names no partner party and commits only to "work constructively across the Senedd".

That wording reflects the arithmetic. Plaid holds 43 of the Senedd's 96 seats, and the two Wales Greens members WHO backed ap Iorwerth in May bring it to 45, four short of a majority. Every budget and bill in the term will need votes found from other parties, one measure at a time.
