The Programme for Government 2026-2030 is the Welsh Government's statement of what Rhun ap Iorwerth's Plaid Cymru administration aims to deliver before the next Senedd election. Its title is "New ambition for Wales".
Its six priorities are shorter NHS waiting lists, HELP with living costs, good jobs, better school standards, less child poverty and a pledge of "standing up for Wales". Its clearest numerical commitment is at least 20,000 social homes by 2030.
Plaid won 43 of the 96 Senedd seats in May 2026 and governs alone, short of a majority. With no written agreement with another party, the programme's budgets and bills will each need votes found separately, so the Senedd arithmetic matters as much to its delivery as the policies it lists.
The programme reaches the Senedd floor
Published on 10 September 2026 under the title "New ambition for Wales", the programme was presented to Members of the Senedd twelve days later. Its six headings run from NHS waiting lists and the cost of living to well-paid work, schools, child poverty and "standing up for Wales".
The programme commits to few numbers. The pledge of at least 20,000 social homes by 2030 is the clearest commitment; waiting times and child poverty carry none. The text names no partner in the Senedd and promises only to "work constructively" where parties find common ground, so each measure built on it must win a majority on its own.
