Background

The Ukraine Support Loan is the European Union's €90bn financing facility for Ukraine. It has two parts: a defence window that funds Ukrainian and joint production of drones, missiles, air defence and other equipment, and a budget-support strand for the Ukrainian state.

The defence window paid first. On 30 July 2026 the European Commission disbursed €3.47bn under it, covering part of a product schedule that includes long-range jet-powered drones and fighter jets, and it expects €28.3bn of 2026 support to reach Ukraine's defence industry. The budget-support strand made its first payment, €800m, on 2 October 2026.

The loan's significance lies in both halves. Its budget payments are tied to Reform conditions, which gives Brussels leverage over Kyiv's policy, and its defence spending makes the EU a direct financier of Ukraine's arms industry.

Key Issues
Budget support

The civilian side began paying

On 2 October 2026 Brussels sent Kyiv €2.9bn, the eighth instalment from its Ukraine Facility fund. Of that, €800m was the first budget-support money drawn from the loan.

The payment came in below the roughly €3.7bn Kyiv had been waiting for, and the European Commission has not said why. Kyiv's expected sum had been held up by twelve Reform conditions. That makes the loan's budget side a lever over Ukrainian domestic policy as much as a source of cash, and it shows how FAR the timing of each draw depends on Kyiv meeting those conditions.

Defence window

Its defence money funds drone production

The loan's defence window began paying first. On 30 July 2026 the European Commission disbursed €3.47bn under it, covering part of a product schedule that includes long-range jet-powered drones, missiles, air defence systems and fighter jets. the Commission expects €28.3bn of 2026 support to reach Ukraine's defence industry.

That money sits behind the weapons now in use. Ukraine's Defence Ministry said on 18 August that its forces strike with more than 70 AI and computer-vision systems built by over 200 companies. The loan therefore funds production capacity in Ukraine, not only purchases abroad.
