Russia-Ukraine War 2026: EU pays Kyiv €2.9bn with first budget-loan drawBackground
The Ukraine Facility is the European Union's programme of up to €50bn for Ukraine over 2024-2027, set up by Regulation (EU) 2024/792: €33bn in loans and €17bn in grants. Its eighth disbursement, €2.9bn, reached Kyiv on 2 October 2026.
The Facility funds Ukraine's budget in instalments tied to reforms and investments under Ukraine's plan, alongside an investment framework and technical assistance. The European Commission administers the payments, and each one depends on Kyiv meeting agreed conditions.
With Kyiv short of foreign financing for the rest of 2026, the Facility is one of the main channels keeping its budget running. From October 2026 it works alongside the €90bn Ukraine Support Loan, whose first budget-support money arrived in the same payment.
The eighth payment fell short
The Facility's eighth disbursement, €2.9bn on 2 October 2026, arrived after Kyiv had waited on about €3.7bn held up by twelve Reform conditions. The European Commission has not said why the payment came in below that figure.
The tranche also tied the Facility to the EU's newer instrument: €800m of it was the first budget-support money from the €90bn Ukraine Support Loan, financed by EU market borrowing, whose defence side had paid out since July. Kyiv had told allies in August that it faced a $27bn gap for the rest of 2026, so the size and timing of each tranche bear directly on its budget.
