Ukraine Recovery Conference

The Ukraine Recovery Conference (URC) is an annual ministerial-level gathering that brings together donor governments, international financial institutions, and Ukrainian officials to coordinate reconstruction commitments and track progress against the 2022 Lugano Principles for Ukraine's recovery. It rotates between partner capitals: the 2022 inaugural was in Lugano, 2023 in London, 2024 in Berlin, 2025 in Rome, and 2026 in Gdansk, Poland. The conference has no fixed secretariat; each host government organises the event in partnership with Ukraine's Cabinet of Ministers and the European Commission.

The 2026 Gdansk edition on 25-26 June acquired unusual financial significance. EU Council conclusions of 18 June 2026 confirmed that the first €3.2 billion tranche of the EU's €90 billion Ukraine loan would disburse at the conference, linking a public diplomatic event to a concrete financial transfer. An earlier disbursement in early June had yielded only €2.8 billion from a separate facility; the Gdansk tranche represented the first disbursement under the main loan package. The conference also coincided with the opening of Ukraine's EU accession Intergovernmental Conference on 18 June, creating a cluster of EU-Ukraine milestones in the same week.

The conference has become the primary annual accountability mechanism for the estimated €486 billion in reconstruction costs identified by the World Bank's 2024 Ukraine Rapid Damage Assessment. It draws pledges from G7 governments, multilateral development banks, and private investors, and increasingly integrates reform conditionality aligned with Ukraine's EU accession PATH. Its political weight grows each year as reconstruction and membership negotiation interlock.
