THeMIS
THeMIS (Tracked Hybrid Modular Infantry System) is an Estonian unmanned ground vehicle developed by Milrem Robotics, deployed in Ukraine since 2022 and now produced at a second facility in the Netherlands.

THeMIS, the Tracked Hybrid Modular Infantry System, is a tracked unmanned ground vehicle built by Estonia's Milrem Robotics. Its modular payload bay takes logistics, casualty-evacuation, ISR or direct-fire fittings, including the ADDER remote weapon station, without swapping the vehicle itself.
It has served in Ukraine since 2022, in the Sahel under French Army command, and in northern European exercises, giving it a combat record few competing European UGVs can match. From 4 June 2026 a second assembly line at Born, Netherlands, run by VDL Defentec, began building THeMIS units for Ukraine alongside the original Estonian factory, the design's first production outside Estonia.
THeMIS's Ukrainian service record is its strongest sales argument: no test range replicates the logistics, casualty-evacuation and electronic-warfare conditions the platform has faced there, an edge over rivals with shorter combat histories. It also anchors Milrem's role in iMUGS2, the EU's 15-country programme working toward a common ground-robot control standard.
Dutch line breaks Estonian monopoly
THeMIS began rolling off a second production line at Born, Netherlands, on around 4 June 2026, assembled by VDL Defentec under a Dutch government contract that required in-country assembly, the platform's first outing beyond Milrem's Estonian factory. More than 100 Dutch-built THeMIS units are earmarked for Ukraine, where the platform has run logistics, casualty-evacuation and ISR missions since 2022, giving it a combat record few rival UGVs can match.
At Eurosatory on 15 June, Milrem named THeMIS the preferred platform for a French industrial partner's unmanned engineering work, though that agreement remains a non-binding letter of intent rather than a funded order. THeMIS also sits inside iMUGS2, the EU's 15-country common-control-standard programme that Milrem coordinates, though the shared standard is not due until a Norway exercise in 2028.
