Background

Navy Commercial handles the Royal Navy's contracting, taking a requirement from an initial industry conversation through to a signed tender. It runs that process for equipment ranging from routine kit to novel systems the Navy has not bought before.

Its approach to uncrewed maritime systems shows the pattern at work. Rather than fixing a specification in advance, the office put two questions to the market at once: how should a certifying body for robot vessels be structured, and what should a multi-role test hull for the Defence Chief Technology Officer look like. Responses to the first close on 19 August; the second runs as a three-year contract starting March 2027.

Running the certifier and the testbed through the same office on the same timetable is a sequencing choice: whoever wins the certification contract will end up judging vessels the Navy has not yet built, against standards the Navy is still deciding.
