NAVARM, the Direzione degli Armamenti Navali, is the Italian defence ministry's directorate for naval armaments. A Navy rear admiral heads it from offices on Via di Centocelle in Rome. It issues technical standards for naval vessels, weapons, munitions and equipment, and oversees their design, construction and modernisation.
NAVARM's tenders track Italian Navy spending. On 11 September 2026 it tendered €1.78m of explosive cutters under the procurement code for unmanned underwater vehicles, and the notice does not say what the cutters are for (TED 629083-2026). In March 2026 it began a procedure for up to two 10,000-ton floating dry docks for the naval bases at Taranto and Augusta, with a total budget of €132.7m if all options are exercised.
As the contracting authority for Italian naval kit, NAVARM sits between the Navy's requirements and the shipyards and suppliers that meet them.
