Iran Conflict 2026Background
The National Council of Resistance of Iran is a Paris-based opposition Coalition, founded in 1981 by Massoud Rajavi and widely regarded as the political wing of the People's Mojahedin Organisation of Iran. It describes itself as a Coalition government-in-exile.
Both the council and the PMOI were listed as terrorist organisations by the United States State Department from 1997 and by the European Union. The European Union delisted the group in 2009 and the United States followed in 2012, after it renounced violence. That history is why its reporting is handled with care rather than ignored.
Iran Human Rights, the Norway-based monitor, compiles many of the counts, and the council carries them outward. It reports executions, death sentences, prison conditions and political prosecutions inside Iran. Because it is an avowedly anti-government body, international media carry its figures as attributed claims rather than verified counts. Those figures are often the only ones available, which is both the problem and the reason they circulate.
Its relayed tallies reach international media
The council relayed rather than compiled the figure that mattered most in June 2026. Iran Human Rights put executions in the month of Khordad, 22 May to 21 June, at 134, including 31 in the four days around the Ceasefire signing of 13 to 16 June. The council's circulation of that count is how it reached international media, and the figure was later revised up to 140.
It also reported what no Independent monitor could confirm: a prison hunger strike entering its 126th week across 57 prisons in late June 2026, and the death sentence passed on Arghavan Fallahi by Branch 15 of Tehran's Revolutionary Court on 1 July 2026. Fallahi was linked to the council's own affiliated organisation, which is the recurring difficulty: the body best placed to hear a case of this kind also has an interest in it.
