Background
Daniel Joseph Holler Sr. is the Counselor of the US Department of State, a position he has held since May 2026. He also serves as acting director of policy planning. Holler signed the trilateral US-Israel-Lebanon ceasefire framework at the State Department on 26 June 2026, representing the United States alongside Israeli Ambassador Yechiel Leiter and Lebanese Ambassador Nada Hamadeh Moawad.
Holler is one of Secretary Marco Rubio's most trusted political lieutenants. He joined Rubio's Senate office in June 2018 and advanced to chief strategist by January 2024. When Rubio became Secretary of State, Holler followed as deputy chief of staff, was promoted to chief of staff in September 2025, then elevated to Counselor in May 2026.
Before government service Holler spent 13 years at The Heritage Foundation, including as vice president of Heritage Action, its advocacy Arm. His background is in domestic conservative politics rather than traditional Foreign Policy, but he has become the State Department's lead operator on the Middle East Ceasefire dossier under Rubio's direction.
