Bali is Indonesia's principal international tourism province. Foreign arrivals reached roughly 3.7 million by 23 July 2026, led by Australia, India and China, provincial tourism chief I Wayan Sumarajaya reported, while the Rp150,000 Pungutan Wisatawan Asing foreign-tourist levy, in force since February 2024, had collected just Rp208 billion by 26 July.
Sumarajaya's own figures put compliance at 32% in 2024 and 36% across January to October 2025, the only confirmed rates on record; no 2026 compliance figure has yet been published. Indonesia's national Ombudsman has flagged the shortfall between arrivals and levy receipts as a governance and enforcement problem rather than one of collection mechanics, a distinction the province's tourism office, which continues to publicise rising arrivals and revenue as proof the scheme works, has yet to address directly.
