Both the Bali Provincial Tourism Office and Indonesia's national Ombudsman treat the gap between arrivals and receipts as evidence of a compliance shortfall, though they read it differently: the tourism office presents rising totals as proof the levy is working, while the Ombudsman points to the province's own historical payment rates as evidence most eligible visitors are not paying .
A widening list of exemptions, including diplomatic and official Visa holders, transport crew, KITAS and KITAP holders, family-reunification and student Visa holders, and golden-Visa holders, further narrows the pool of visitors the levy can actually reach.
