Virginia's 2nd congressional district is a US House seat covering Virginia Beach, the Eastern Shore and nearby parts of Hampton Roads, including part of Chesapeake. Naval Air Station Oceana, in Virginia Beach, anchors a large military population in the district.
It has been one of the most competitive seats in the country. Democrat Elaine Luria won it from a Republican in 2018, and Republican Jen Kiggans took it back in 2022. Its 2026 boundaries date from December 2021, when the Supreme Court of Virginia imposed a court-drawn map; they survived an attempt at a mid-decade redraw that failed in the courts in 2026.
Because control has swung with The National mood, the district works as a barometer. Forecasters' moves on it are read as a signal of the wider House picture, as on 29 September 2026.
The seat tipped towards Democrats
The district's rating crossed the centre line on 29 September 2026, when Sabato's Crystal Ball moved it to Leans Democratic. It was one of three Virginia seats re-rated that day, as the forecaster shifted 11 House races towards Democrats and left them five seats short of a majority on its count.
The timing matters for a seat decided by small margins. Virginia's early voting opened on 18 September, so a share of the district's ballots were cast before the change. The contest repeats the 2022 pairing, giving voters a direct choice between the member they ousted and the one they chose instead.
