Jen Kiggans is the Republican US Representative for Virginia's 2nd congressional district, based on Virginia Beach and the Eastern Shore. She won the seat in 2022 by defeating the Democratic incumbent, Elaine Luria, and took office in January 2023.
Before Congress she was a US Navy helicopter pilot, then an adult-geriatric nurse practitioner, and served in the Virginia Senate. In The House she has sat on the Armed Services and Veterans' Affairs committees, assignments that suit a district with a large military and veteran population.
Her seat is one of the most closely fought in the country, having changed hands twice in recent cycles. Holding it again in 2026 is her central political task.
Kiggans became an underdog in her seat
On 29 September 2026 Sabato's Crystal Ball rated Kiggans's seat Leans Democratic and put the sitting Republican behind on that forecaster's map. The move was one of 11 House shifts towards Democrats that day and one of three in Virginia, where voters had been casting early ballots since 18 September.
Her opponent is Elaine Luria, the Democrat she unseated in 2022, which turns the race into a test of whether that win reflected the district or the year. To win, Kiggans has to hold voters WHO backed her four years ago against the same opponent.
