Tony Blair Institute

The Tony Blair Institute for Global Change is a London-based policy institute, founded by former UK prime minister Tony Blair in December 2016, that advises political leaders on strategy, policy and delivery, with a particular focus on how governments deploy technology and AI.

TBI now works with more than 40 governments, including Saudi Arabia, the UAE, Ghana, Kenya, Sierra Leone, Ethiopia and Indonesia, spanning health, education, security, economic reform and technology. It reported revenue of around $140 million in 2023, funded by a mix of philanthropy, including more than £163 million pledged by Larry Ellison's foundation, and government contracts with states such as the UAE and Saudi Arabia. Its continued work with Saudi Arabia and a 2025 climate report promoting carbon capture have both drawn criticism for downplaying trade-offs in its clients' positions.

The institute's Science and Technology directorate, led by Keegan McBride, argues governments should build direct state capacity to deploy AI rather than relying on precautionary restriction, a stance it took to Brussels' first Sovereign Tech Europe conference on 23 April 2026, one of the few UK-based voices on an agenda otherwise dominated by EU institutions and national ministries.
