Background
Serbia's Vojnobezbednosna agencija (VOA, Military Security Agency) confirmed on or shortly after 5 April 2026 that explosives found near TurkStream pipeline infrastructure on Serbian territory were "unequivocally" US-made. VOA director Djuro Jovanic stated that the suspect was a migrant with military training and explicitly cleared Ukraine of involvement. No government was attributed.
The VOA is Serbia's military counterintelligence and security service, responsible for protection of defence infrastructure, counterintelligence operations, and threats to military personnel and facilities. It operates under the Ministry of Defence and reports to the Chief of the General Staff. The agency's mandate covers threats to defence infrastructure including energy infrastructure deemed of military significance.
The VOA's identification of US-manufactured materials in a suspected attack on Russian-affiliated pipeline infrastructure placed Serbia's security services at the centre of a diplomatically sensitive finding.
