Background
Salvador Antonio Valdés Mesa, born 13 June 1945 in Camagüey province, has served as Vice President of the Republic of Cuba since 19 April 2018, under Presidents Miguel Díaz-Canel from 2018 onwards. A long-standing figure in the Cuban Communist Party and former Politburo member, he previously led the Central de Trabajadores de Cuba, the country's official workers' confederation, between 2006 and 2013. He is one of the most senior Black officials in the Cuban state hierarchy.
On Saturday 9 May 2026 Valdés Mesa represented the Cuban state at the Havana Cathedral thanksgiving mass marking the first anniversary of Pope Leo XIV's pontificate. He attended alongside Foreign Minister Bruno Rodríguez Parrilla and Caridad Diego Bello, head of the Office for Religious Affairs. The mass coincided with Marco Rubio's 45-minute Vatican audience with Pope Leo XIV, in which the US Secretary of State proposed routing humanitarian aid to Cuba through the Catholic Church rather than through GAESA or any state channel.
Valdés Mesa's prominent attendance signals the Cuban government's intent to keep the Vatican channel operationally alive at state level, layered over the bilateral State Department track and the OFAC personal-sanctions track. The Apostolic Nuncio described the relationship as "90 years of unbroken diplomatic relations". His role on the day was ceremonial rather than negotiating: the Acuerdo de Liberación Coalition handing demands to the EU in Brussels on 13 May did not include any Cuban government counterpart.
